In this POLICY BRIEF, the authors make the case for a multilateral confidence- and securitybuilding process in the area of mediumrange ballistic missile (MRBMs) systems. These missiles have a number of distinctive characteristics. They reach their targets much more quickly and are much harder to defend against than are manned aircraft. They are ideally suited for delivering nuclear payloads, including in a surprise fi rst strike scenario. Also, once they are launched, they cannot be recalled.
