This 2005 report provides a comprehensive evaluation of current and future US Department of Defense (DoD) processes for assuring successful operations in nuclear environments. The report considers the emergence of terrorism as a major threat to the US homeland and US forces deployed abroad, the asymmetric attractiveness of the use of nuclear weapons to offset US conventional superiority, and the growing evidence of proliferation of nuclear-capable states. The findings presented in the report prove to be highly consistent with the findings and recommendations of the Congressionally mandated Electromagnetic Pulse (EMP) Commission.
