This 2004 report is part of a comprehensive examination of DoD capabilities against strategic terrorism, WMD proliferation, and asymmetric threats. The report addresses the threat of nuclear or radiological attack against the US or US military operations as delivered by any means other than missiles or aircraft, such as hidden or smuggled nuclear weapons, devices, or materials. The report states that the defense against this threat can build on existing DoD capabilities but should avoid resulting in a fragmented effort to build capability against this particular threat. The report recommends the development of a new DoD template that would address the issue of defense against clandestine nuclear attacks.
