This 2003 report reviews the growing need to implement discriminate use of force (DUF) in military operations. The report offers two recommendations that are intended to mature and promote DUF as a new way to wage war. First, to create the capability to perform campaign planning at a strategic level that would be qualitatively comparable to US military operational level campaign planning. And second, to make a long-term commitment to develop leaders for DUF. This will require alterations in DoD personnel practices and professional military education. The report concludes that by implementing a doctrine of DUF, the US can more effectively pursue and safeguard its foreign policy goals.
