This 2003 report evaluates the US Department of Defense's (DoD) role in homeland security and makes recommendations on how best to accomplish that mission. The report identifies capabilities and initiatives necessary for the DoD to fulfill its responsibilities to project force and to protect the homeland. The study concludes that maturing the conceptual framework and capabilities to homeland protection will require a holistic approach.
