This 2003 report identifies training approaches and technologies that are designed to prepare US forces for an evolving military environment. The report characterizes the nature of future conflicts and the training necessary to ensure success in such conflict. It also explores the possibility of training surprise resulting from the unexpected technological competence of the enemy. The report concludes that US training and education processes do not accurately prepare military personnel to cope with the constantly changing cognitive requirements.
