This 2001 report details the US Department of Defense's (DoD) training superiority and training surprise. The report assesses the state of military training within the DoD, identifies the characteristics and advantages of future learning environments, assesses the opportunities for and impediments to implementing alternative strategies, and identifies actions necessary to enable the development and implementation of advances in individual, collective, and unit training. The report concludes that achieving a training revolution is affordable if the DoD properly structures itself to recognize the benefits of such training.
