This 1999 report examines the transformation activities within the US Department of Defense (DoD). Transformation efforts encompass organizational responsibilities, processes, and products. The report identifies both opportunities and challenges related to the transformation process and focuses on the transformation of the conduct of US military operations, including operations other than war. The authors conclude that a cadre of DoD staff, who can serve as catalysts and integrators of all transformation and implementation activities, is necessary to attain a fundamental transformation of US military capabilities.
