This 1999 report considers the preservation of US military dominance in a rapidly changing global environment. As part of its policy recommendations, the report suggest that the US fully leverage its commercial sector capabilities to include commercial business practices as well as commercial products; ensure the integrity of essential software intensive systems; adopt personnel security policies for new global information technologies; and clarify the US DoD's position on cross-border defense industry mergers and acquisitions. The report concludes that the US DoD needs a new approach to maintain military dominance and technology security.
