This 1999 report assesses DoD strategies and processes for providing communication infrastructure to support its war fighters' information needs and for achieving information superiority as premised in the Joint Vision 2010 paper. The study reviews issues associated with building, procuring, and maintaining communication and telecommunications infrastructures for US war fighters. The authors formulate a set of eight recommendations that are fundamental for providing adequate telecommunications infrastructure to meet the DoD's projected national security needs.
