Albania's 2004 National Security Strategy focuses on the importance of integration into collective security and defense organizations for the country's national security. It argues that Albania should press for integration into these organizations, strengthen its own security institutions, and work to transform itself from a security consumer into a security contributor. It sees the strengthening of the democratic institutions, the fight against corruption and rapid economic development as a means to raise the level of security in the country. The strategy stresses the importance of cooperation, dialogue and peaceful means to solve disputes.
