This document elaborates on four key elements of the Republic of China's (ROC) national defense strategy, namely "Strategic Environment," "National Defense Transformation," "National Defense Capabilities" and "Bringing Peace and Stability to the Country." Facing the an ever-changing strategic environment and security situation, the ROC Armed Forces is actively engaged in force build-up. In this context, the 2011 national defense report describes how the ROC Armed Forces has responded to changes in the strategic environment, and is building a "small but strong" defense force via innovations in organizational system, force structure, project workflow, talent cultivation, resource allocation and capabilities development.
