This White Paper of the year 2000 promotes the opting of Serbia and Montenegro to accede to European and Euro-Atlantic integrations. In addition, it presents the efforts of Serbia and Montenegro in the area of defense and points out the problems which the State Union faces in striving to overcome obstacles in the process of reforming the defense system. Furthermore, the document contains basic information about the country's security environment, security challenges, risks and threats, the defense policy, the defense potential, the organization, management, funding, control and development of the defense system of Serbia and Montenegro.
