In its 2005 defense strategy, Serbia and Montenegro confirms its new approach to membership in international security structure, firstly to the NATO Partnership for Peace Programme and NATO Alliance. The Defence Strategy further analyzes the country's security environment, while also identifying challenges, risks and threats to security and defining the interests and strategic concept of defense of the member states and Serbia and Montenegro. In addition, it outlines the defense system and defines a method of planning and financing with the objective to allow Serbia and Montenegro to integrate into changing global order.
