This document introduces Singapore's security strategy for the 21st century. In the wake of the Asian economic crisis, it highlights the need for economic stability for security, and the importance of security for sustained economic development. In the Asia-Pacific region, it is argued that the triangular relationship among the United States, China and Japan will continue to be the key factor determining the regional security climate. In addition, the growing proliferation of weapons of mass destruction (WMD) and their delivery systems also poses a grave security threat, as stipulated in this document.
