Singapore's National Security Strategy 2004 lays out a foundation to understand and counter the threat of international terrorism. Given the country’s heavy involvement in global efforts against terrorism, this document sipulates that Singapore will remain a prime target for terrorists. Therefore, it is argued, transnational terrorism poses a serious and prolonged threat to Singapore’s national security. In order to counter international terrorism and to safeguard against terrorist attacks, this document calls for a comprehensive counter-terrorism strategy as well as tighter networking and inter-agency coordination.
