This document contains guidelines for the roles and tasks of the Royal Cambodian Armed Forces (RCAF) with a view to current security environments and future scenarios. It provides an assessment of the implementation of the White Paper 2000, two years after its release, as well as an outlook on future developments in the area of defense and security.
