This document sets out China's national defense policy, underlining the defensive nature of this policy. China pursues a three-step development strategy to modernize its national defense and armed forces. This strategic framework includes the promotion of the informationization of China's national defense and armed forces, the overall planning of economic development and national defense building, as well as the deepening of the reform of national defense and armed forces.
