This document describes the strategic objectives of Columbia's defense sector, specifically its Democratic Defense and Security Policy. The policy’s main initial objective was to recover state control over the majority of the national territory, particularly areas affected by the activity of illegal armed groups. The paper outlines how in a second step that control must be consolidated, meaning that, in addition to the presence of the public security forces, diverse institutions and agencies must be brought in to provide every type of government service.
