This paper analyzes the coherence and consistency of the Foreign Affairs and National Security Policy and Strategy (FANSPS) of Ethiopia. It addresses the wide gap between the country's military expenditure and its rank in the Human Development Index. While Ethiopia has one of the largest military forces in Africa with a military expenditure of 3% of its GDP for 2006 it ranks only 171st out of 182 on the Human Development Index. The paper further addresses allegations that Ethiopia imported arms from North Korea.
