The security and defense policy report 2004 makes a broad assessment of Finland's security and defense policy as a whole. It sets out the principles and objectives for Finland's security and defense policy and provides a framework for its implementation. The report further examines changes in the international environment and their effects on Finland and its security. Based on this, the report outlines the development and resource needs that focus on the different dimensions of the capability, in particular external capability as well crisis management capability, defense, the maintaining of internal security and the safeguarding of society's central basic functions.
