The national security strategy of France aims to provide responses to all the risks and threats which could endanger the country. It builds upon five strategic functions: knowledge and anticipation, prevention, deterrence, as well as protection and intervention. The strategy presents the proposals for the new format of the armed forces and suggests that France shall devote a major financial effort to its defense, consistent with the priorities and choices made for its operational capabilities. The report emphasizes the complementarity of the EU and NATO and further advocates a build-up of European defense.
