The German white paper on defense of 2006 discusses the country's approach to security threats. It presents the German security policy towards the most salient threats, among them international terrorism, the proliferation of weapons of mass destruction as well as intrastate and regional conflicts. The paper argues that Germany's security is inseparably linked to Europe and the rest of the world and that cooperation with the European Union and NATO is essential. In addition, the key interests of German security policy are listed, followed by a closer examination of the Bundeswehr as the major instrument to achieve security policy goals.
