This review looks at the implementation of the first-ever Irish white paper on defense published in 2000. The period was shaped by the ongoing modernization of defense and a considerable evolution of security challenges in the aftermath of 9/11. The review argues that most of the recommendations for change have been implemented or are being implemented according to agreed timetables. Particular progress has been made in Human Resources development and management, the key resource area of the defense organization. Some recommendations, however, require further work in order for progress to be made.
