The survey provides a comprehensive international comparison of the Netherlands defense effort. It presents four future scenarios and policy options for the armed forces. The policy options provide options for the future organization of the Armed Forces and a structured philosophical foundation to support it. The consequences of each choice are identified. Additionally, the survey presents new instruments for better management within the defense organization, with a transparent and consistent relationship between the level of ambition for the Armed Forces and the required means. The survey stresses the importance of dealing with uncertainty and an interagency way of working.
