The Defence White Paper 2000 takes steps towards completing the transformation process of the armed forces of the Netherlands. Peace operations have gained in importance and the Dutch armed forces were transformed into an all-volunteer force, while simultaneously being restructured and downsized. In the course of this process, a number of shortcomings came to light, while new requirements were also formulated, particularly in relation to the operational readiness of the armed forces and personnel policy. The defense white paper fills in the contours outlined in the 1999 framework Memorandum of January 1999.
