The statement sets out the defense goals and priorities and presents an assessment of the defense needs of New Zealand. The government seeks to build a modern, professional and well-equipped Defence Force with the necessary military capabilities to meet New Zealand's objectives. The document therefore elaborates on plans to reconfigure the New Zealand Defence Force to improve long-term sustainability and affordability. It is argued that, by doing so, it will be able both to meet New Zealand's own defense and security needs, and to make a useful contribution when it is deployed. Key components are a joint approach, a practical fleet, an updated airforce and a funding commitment that provide financial certainty.
