This Strategic Concept provides the political basis for the operational activities of the Norwegian Armed Forces in the field of security and defense policies. The concept stresses the importance of defense forces for the protection of national security and the fight against traditional security threats. However, it also notes the rise of new security challenges like terrorism and new security concepts like human security which aims at protecting the individual with regards to human rights, especially the right to life and personal safety. The documents concludes that the military thus has to shoulder other tasks and be trained differently.
