The parliamentary proposal discusses adaptations that the Norwegian ministry of defense suggests in response to new security challenges in today's globalized world. Key elements of the proposal are learning, adapting to and delivering on changing needs and circumstances, the transfer of resources from logistics and support functions, to operational units and procurement. Additionally, the importance of operational structure, rapid reaction ability and adaptability are stressed.
