This edition examines Russia’s strategy on a number of security issues. Firstly, Julian Cooper assesses the impact that the recent reforms of the armed forces and renewal of armament stocks will have on Russia’s future military spending. Secondly, Pavel K. Baev considers how the Russian leadership will seek to reconcile their desire for status as a “great naval power” with a budget containing big cuts in funding for shipbuilding. Thirdly, Stacy Closson focusses on the developmental aspects of Russia’s securitisation of the Arctic, noting that one purpose of these policies is to improve the socioeconomic prospects for its population and thus to ensure sovereign control over these areas. Fourthly, Mariya Omelicheva explores the consequences of the 2014 economic crisis for Russian counterterrorism measures, suggesting that an increase in counterterrorism prosecutions are part of an effort to shift public attention towards security issues and increase the performance-based legitimacy of the existing regime.
