This paper provides an in-depth analysis of the functioning of the 2004-2009 European Parliament, with a particular emphasis on the impact of the parliament members from the 10 new member states that joined in its inaugural year. The author focuses on the issue of legitimacy, especially as it relates to the rising powers of the body and the lack of corresponding legitimacy from the people. The report seeks to provide a 'status' report on the current European Parliament as a legislature and a as a political body.
