This paper gives an account of the issues raised at an APT expert seminar on visiting detention centers to advance the prevention of torture, which convened from 2-4 July 2003, in Geneva, Switzerland. It summarizes lessons learned and best practices. Participants addressed how to ensure the independence of visiting bodies, defining relations with local authorities, conducting monitoring visits and best practices, and enhancing collaborative efforts between visiting bodies.
