This report discusses the issue of containing unintended nuclear escalation in South Asia. The paper illustrates how India and Pakistan could proceed in addressing the problems arising from nuclear terrorism and nuclear accidents. The authors provide recommendations for nuclear risk reduction measures and conclude that unilateral arrangements should be replaced with cooperative measures.
