Growth has been, historically, highly correlated with carbon emissions. In light of the impact that this has had on climate change, new, low carbon growth strategies are being sought. The report draws on the case studies and other relevant literature to identify possible policy lessons and discuss the extent to which low carbon growth challenges traditional growth theory and policies.
