On 19 July, the UK government published its much anticipated "Building Stability Overseas Strategy" (BSOS). For the first time, the UK now has a cross-departmental strategy to promote conflict prevention, security and justice globally - a major, and very welcome, achievement. HMG is to be commended for recognising in BSOS that promoting lasting stability must be about supporting "political systems which are representative and legitimate... and societies in which human rights and the rule of law are respected, basic needs met... and opportunities for development open to all."
