This briefing is a submission to a consultation on the EU Green Paper: EU development policy in support of inclusive growth and sustainable development – Increasing the impact of EU development policy. The author of this paper argues that it is extremely difficult to achieve inclusive growth and sustainable development without addressing conflict, insecurity and weak rule of law.
