Contextualizing the EU's development agenda in the broader framework of globalization, this paper evaluates the strengths and weaknesses of various aspects of EU development policy. Through the use of individual essays on such varied topics as poverty relief, migration, trade, and good governance, the paper attempts to revitalize the debate on methods through which policy change can be brought about, with a particular emphasis on coordination and accountability between various actors and the more effective use of the current resources at the EU's disposal. Summarizing the key findings, the paper seeks to present an overall EU development strategy through a nine-point checklist for policy improvement, with the goal of allowing the Union to better fulfill a leadership role in development.
