There is a perception amongst many Somalis that decisions that affect their lives are often internationally driven, with little local consultation. This lack of ownership impacts negatively on aid programs, Somali civil society, and the population in general. "Non-state actors (NSA) platforms" can provide a mechanism for 1) increasing grassroots civil society engagement with international and national decision-makers, and 2) improving the effectiveness of UN programs by using these NSA platforms in policy-making discussions and conflict analysis.
