This paper looks at the NATO-Russia relationship since the agreement reached in Lisbon in November 2010. The author reports that there have been discordant notes in the relationship since then which, he argues, stem from the fact that Brussels and Moscow define "indivisibility of security" differently. Hopes for greater cooperation from Moscow, he goes on to say, appear to be optimistic, since Moscow will seek to defend what it sees as Russia's interests above simple partnership.
