This report summarizes the conclusions of a brainstorming session of experts from Europe, Libya and other parts of the Maghreb on the future of Libya. The report is structured around the following questions: What are the main challenges for Libya's security and stability? What is the electoral timeline and what are probable political developments? What type of political organization will emerge? Will Libya be capable of controlling its entire territory? What relations will it have with neighboring countries and other regional actors? What kind of relationship will Libya have with NATO and how could NATO help Libya along the road to reform?
