The paper examines the European External Action Service (EEAS) and the role it can play in the EU's foreign policy. More specifically, it looks at the ways in which the EEAS could improve policies in: crisis management and peace-building, human rights, non proliferation, the fight against terrorism, energy, and international mobility.
