This report examines how the political context in East and Southeast Asia has affected the development of think tanks in the region. The author argues that the establishment and management of think tanks are not mechanical processes but largely political enterprises that are definitively shaped by the prevailing institutions, structures, paradigms, practices, ideas and actors. Think tanks are examined against the backdrop of the developmental state experience that has epitomized East and Southeast Asian governance and growth.
