This document is the Overseas Development Institute's (ODI) submission to the EU in relation to EU development policy and how it can further inclusive and sustainable growth. The authors argue that growth in itself does not constitute a new development policy or even a ‘modernised’ European Consensus on Development. Therefore, a wider review of development policy is necessary.
