This report provides an overview of the challenges and opportunities at the nexus of climate change, infrastructure and development. It describes the transformation which is required in the infrastructure sector in order to promote low-carbon growth and climate-resilient development. It identifies the key challenges to achieving this transition in the developing world. The potential developmental opportunities associated with mitigation are explored. Approaches to maximizing the developmental outcomes of adaptation investment in the infrastructure sector are discussed. Climate-related infrastructure funding flows from donors and the Clean Development Mechanism (CDM) are compared with estimated needs.
