At the Istanbul Summit in 2004, NATO approved "the principle" of establishing an "Active Layered Theatre Ballistic Missile Defense program". However, the author of this paper argues that there is still no genuine consensus assessment in NATO on missile defense, and that achieving it is going to be a challenge due to key differences between the United States and European allies. The initial proposal for a NATO Theatre Missile Defense System may therefore turn out to be a Trojan horse for a more expansive US-style missile defense system for protecting Alliance territory, forces and population centers against missile threats.
