This memorandum analyzes the security situation in the South China Sea. The author contends that the risk of conflict in the region is significant. After pointing out the negative implications of a possible conflict in the region on US interests, preventing and mitigating policy options are presented. The paper ends with specific recommendations on how the US should act given the conflict risk in the region.
