This white paper addresses the need of Bulgaria to build a modern defense system and armed forces. It focuses on the kinds of policies needed to create conditions for such a reform, including a policy of transparency and accountability, the elimination corruption and inefficient management, the successful functioning of the ministry of defense, and the improvement of the structure of the armed forces according to contemporary realities and available resources. According to the white paper, this reform will take place in the context of NATO's collective defense and through the Common Security and Defence Policy of the European Union.
