This paper considers how the European Union (EU) can create a genuinely European foreign policy that effectively harmonizes the interests of member states while advancing the Union's interests globally. The authors examine five key issues: coordination between member states and European institutions; leadership in foreign policy; the relationship between member states' and the EU's diplomatic efforts; the role of EU delegations; and European foreign policy identity. The authors conclude by making a number of recommendations aimed at maximizing the effectiveness of the EU's foreign policy structures established by the Lisbon Treaty.
