This paper argues that the emergence and success of labour-intensive sectors like that of garments and textiles in Bangladesh cannot be explained simply in terms of markets guiding resources according to comparative advantage. The emergence of successful manufacturing sectors required very specific formal and informal solutions. The paper uses the framework of ‘political settlement’ - developed by the author - to analyze the successes and challenges of technology acquisition in Bangladesh.
