This paper examines the outcomes of two consultations on political progress, security, judicial reform, sexual and gender-based violence, and financial management and accountability in Somalia. It indicates that Somali actors feel alienated from the political processes. It also suggests that international actors dealing with these issue need to focus on supporting civil society and public participation; building trust between groups; and supporting regions, bottom-up state building, and peace processes.
